Summary
Adds a review routing matrix for deciding when a PR needs general, evidence, domain, quantitative, field, replication, or maintainer review.
Why
A review protocol can fail if the wrong reviewer approves the wrong claim. This makes reviewer gaps explicit instead of treating any review as sufficient.

Docs-only. No schemas, workflows, generated files, or problem packs changed.

Please review whether the routing levels are clear enough to use in PR bodies and reviewer comments.
